AMERICAN NMD AND THE "GREATER ROMANIA" PROJECT

Oddities of the officially presented meaning of the U.S. NMD system may be discussed for a long time. So, the intercepting missiles, launched from Romania are to bring the hypothetical Iranian rockets down in over Turkey. In Turkey itself it is planned to station merely AWACS radar. According to the logic of the missile strikes, the latter one should be attack in the first place, because after that the attack at Europe and the USA can be waged with a much greater success. If we draw all the bases and radar of American NMD system as the points of a circle, it is the Russian Federation rather than Iran that happens to be in the center of it.

On the 13th of September the U.S. State Secretary Clinton and Romanian Minister of Foreign Affairs Teodor Baconschi signed a treaty in Washington, stipulating the deployment of yet another NMD component. This time it is to be stationed at Romanian territory.

According to the signed treaty, American NMD components will be deployed at the former Air Forces Deveselu base with a square of 175 hectares. These components include the following: radar complex Aegis, operation command center and mobile SM-3 Standart-3 interceptor-rockets racks. Those are to be maintained by 200 American servicemen, although, if need be their strength may be increased up to 500. Just like the previous components — both ground and naval, these allegedly intend to reflect the missile attacks from Iran and North Korea.

We may once again ask a rhetoric question — do Iran and North Korea actually have so many ballistic missiles and nukes, that an entire world is to be covered with the NMD network? And why do the missiles from Iran and Korea have to fly to Europe and the USA along the same trajectory, coming through Romania and Poland? Polish territory as the stationing site for the NMD system components is only reasonable if Iran and Korea decide to attack their "eternal enemies" of Denmark and Finland. If the goal is actually to protect Europe from Iranian missile strikes, it would be more geographically reasonable deploying the NMD battery in Greece instead. If we draw all the bases and radar of American NMD system as the points of a circle, it is the Russian Federation rather than Iran that happens to be in the center of it.

One way or another, Romania is a respectable U.S. partner, which both enables the financial infusions and the promotion of its own projects like the "Greater Romania", for instance.

Long story short, key elements of the Greater Romania concept are not really different from the similar Ukrainian, Georgian and Baltic strategies. Firstly, any territory, attractive to Bucharest is proclaimed Romanian, its population (regardless of its own opinion) history and language — Romanian. Such vexing deadwoods as the public opinion, state borders and other enemy devices are surely the consequences of Russia plots. Ukrainian, Baltic and Georgian National Memory Institutes have already convincingly proved that throughout its millennium existence Russia had but a single goal — to enslave and break the neighboring smaller nations apart.

The first stage of Romanization is secured by a complex approach, using the specially trained politicians like the former acting President of Moldavia Mihai Gimpu. In April of 2011 the so-called Action 2012 Civic Platform was created in Romania — it is a "coalition of the NGOs and initiative groups, supporting the unification of Moldavia and Romania and standing for ‘reunification of Romanians astride Prut within a single state’". As the coalition press-service claims, platform was given such name at the initiative of its members, willing to prioritize the actions, dedicated to the 16th of May, 2012, "the 200th anniversary of division of Moldavian principality into two, when its eastern part was annexed by the Russian Empire". In order not to go deep into the history, we may just say that history of Russo-Moldavian relationship wasn’t as plain as the coalition members believe to be. Viewing the treaty between the Russian and the Ottoman Empires, concluded on the 16th of May, 1812 as the anti-Romanian conspiracy is incorrect at least

Besides, while all the coalition members grieve for the lot of Moldavian Principality, why recreating Romania? Following this logic, part of Romanian territories (Western Moldavia) is to join the Moldavian state with its capital in Chisinau, rather than vice versa.

According to the coalition plan, throughout 2011 and 2012 Action 2012 Civic Platform is to carry out its campaigns, informing the Moldavian and Romanian public and implanting the idea of restoring national unity in the public conscience.

This Sunday the platform website was also launched, where visitors may find the materials regarding various events "promoting the ideas of reuniting Bessarabia and Romania". League of Bessarabian students, International Romanian Council and American-Romanian Council (we can’t do without a U.S.-financed institution in such affair) also entered the coalition.

As for Moldavia, rather weird methods are used to drive the number of Romanians at its territory up. On the 2nd of August Romanian Foreign Ministry department for relations with Romanian community officially launched a radio station in Chisinau, which covers almost an entire Moldavia with its broadcasting. Moreover, the same department will be involved into the operation of the public "Radio Moldova". I. e. the "Romanian community" will work with Moldavian population on the state level — its employees are directly involved into the creation of all radio broadcasts.

Care for the well-being of Moldavia is apparent on various levels. So, Corneliu Gurin, expert of ADEPT (Association for Democratic Endowment Through Participation), radical pro-Romanian organization, hastened to assure Moldavians that the deployment of the U.S. NMD components shouldn’t bother them, as long as it doesn’t influence their security — at least "until Moldavia carries out a correct and efficient domestic and foreign policy". According to the same expert, only the Euro-Atlantic policy may be considered "reasonable". Pro-Romanian unionist believe that the "Russification of the majority of local Moldavian population is the biggest obstacle on the way to the Euro-Union".

According to Gurin, stationing the military base in Romania may definitely influence Moldavian national security, too. "The matter us that Russia believes that its interests were infringed, while afterwards Russian diplomatic corps and security services will build up their attention to Romania and our territory will also fall within field of their actions. Anti-NATO and anti-American may aggravate in the community, especially if the interested circles will support them from outside" — Gurin believes.

"Interested circles" Gurin mentions are figure of speech, meaning the ominous "hand of Moscow". Anyhow, current Romanian leadership and the organizations staying under its aegis, tend to view Russia as the source of all the perils and misfortunes. Here’s an example of rhetoric, regularly practiced by the Ziua Veche newspaper, close to the Romanian ruling circles. Let me remind you that the subject is the response to indignation of the Russian Ministry of Foreign Affairs, caused by Traian Băsescu’s words that he’s ready to repeat 1941 and order Romanian troops to attack the USSR.

"Consequences of a policy, rooted in the Tatar-Mongolian yoke, are obvious even to the nation of an artificial state of the Russian Federation. In mere decades the most part of the territories that this monstrosity has illegally occupied, will be liberated. The rest of it will naturally reunite with China. Having restored its integrity, Romania will border Slovakia and Poland again, while Ukraine — if it still exists by the moment, will border Crimea — the independent Tatar state — or, perhaps, Turkey in the south".

I. e. nothing lasts but Romania and its friends. Ziua Veche at least demonstrates such attitude to Russia in other cases. After the Breivik’s massacre in Norway, Russian Special Representative to NATO Rogozin has made a deplorable statement that we can hardly be surprised with crimes, committed on the grounds of racial and religious hatred, if certain European Presidents justify fascism. How did Romania react? "Dmitry Rogozin, whom Vladimir Putting sent to NATO as an envoy, demonstrates his scorn to Alliance, being insolently hard-hearted to bind the attack of a lunatic in Oslo to the Marshall’s order to cross Prut and Băsescu’s support of his". Marshall here is the fascist henchman Antonescu. It’s also curious that Romanian observers have a "vague" aim, when it comes to Russian attack — sometimes it’s the Romanian President and sometimes (God forbid!) — NATO alliance itself.

Bucharest experts make a curios conclusion out of a description of Russia hard-heartedness, confused, yet extremely emotional characteristic of Russian leaders and the motives of their staff policy.

"Everyone, up to the last Stalinist dinosaur in Moscow, is aware that Bessarabia used to be, remains and always will be Romanian. And the Romanian territories currently occupied by Ukraine as the ‘independent ones’ will be returned to where they belong — to Romania. Living KGB fossils in Moscow know about the upcoming unification of Romania and use every opportunity to desecrate and hinder the wish of Romanians astride the Prut River to unit within the natural borders. Yet, whatever these living fossils, their Ukrainian renegades or Chisinau zombies-at-power do, Romania will unite. Russian irritation becomes all the more obvious, because the thing move in their natural way" — edition concludes.

An unbiased reader inevitably questions the mental state of an author of such lines. This, unfortunately, is not a single case — the newspaper merely translates what Traian Băsescu states openly to a common language. All these statements vividly illustrate the outlook and socially-psychological processes that are under way in Romania today. We assume that after deploying the American NMD components in Romania these processes will progress furthermore.
